Testicular implants were banned in the US by the FDA from the early '90s until a few years ago because of the same potential problems as silicone gel breast implants. Now there are saline-filled implants available and more recently, solid silicone elastomer. But some guys don't bother because the way the scrotum hangs it's not really obvious unless your sac gets grabbed, nor is the weight difference that significant.
