Yes, tats have been around for millenia, but for most of that time, the tattoo has had a cultural or ritualistic significance. Not because some meathead fratboy wannabe decided to get a tribal around his bicep "because it looked cool".
My personal vote for best tattoo almost is Matthew Ford (what can I say, I'm Irish) except for the "USDA Prime" addition -- comical but ruins it (besides, when he's 50 and his ass is sagging, what will it look like?) So instead, I'll have to go with Damian Rios, who gets me off more than the rest of these choices.
