The voice sounds like Stephen Fry, a British comedian and one time comedy partner of Hugh Lawrie (House).
It is Stephen Fry. He has narrated all the Harry Potter audiobooks.

I know I'm 8 months late, but I didn't see this till just now when it was linked in a more recent post. But anyway. Jim Dale did the American version of the audiobooks, and Stephen Fry the British version, if I'm not terribly mistaken. And yes, I'm taking drugs for the OCD.
